I have been using a hair filler and it still does not put the color in my hair as it does on the top. My hair was bleached to a very light blonde color charm 911. Now I am using ion medium intense red The only part that takes good is the crown. The rest is an ugly brown. What can I do

It looks like you have porous hair and you are not using the hair filler properly. You have to start at the roots and then slowly start working filler into your hair shaft. After keeping it for 20 min, blot your hair with a towel and apply hair color on damp hair not the wet hair.
