I have been looking all over the place for some kind of hair care miracle that will solve my problems. My hair is straight with a slight wave, and has layers and some kind of side-swept bangs. 



My hair is dry, frizzy, poofy no matter what I use on it. If you sweep my hair behind my shoulders, it poofs outward. I have used oil treatments on it, conditioners on it, fan-dry it once every four months with super cold air--and even when it is partly dry it is frizzy and feels dry. What do I use? 

 
You could try getting a Brazilian Keratin Treatment. I believe its expensive in salons but if your willing to DIY it shouldnt be as pricey. This treatment is supposed to transform your hair into silky smooth locks.

Even though it seems like your looking for soultions on how to fix your hair for good, I have a semi-answer for you. In order to control the frizz and keep your hair tamed try moussing it, not like the typical "my hair is super hard" mosse look. But the soft wavy beach kinda moussed look. Try Herbal essences tousle me softly.. Its great. I have the same kinda hair as you, Dry ends gets poofy when its humid etc. etc.

First, I'll blow dry and straighten my bangs. Then while the rest of my hair is still wet I just put in some tousle me softly (not alot either I use about a golf ball size for half my head and like wise on the other side) scrunch it up a bit with my hands and thats it.

 
Your hair looks curly to me not wavy - if so the frizz is primarily down to you brushing it. The only way you can make curly hair straight is daily use of a very hot flat iron or a chemical straightening (e.g. Brazilian keratin), however both will leave your hair like straight straw after a while. Like many curly girls I spent two decades thinking my hair was just wavy but fluffy/ poofy and trying to force it straight; all I got was dry and damaged hair. Be confident enough to go with what looks naturally beautiful not what is in fashion - you may find you get far more compliments and envious looks!! To improve the condition stop using brushes, sulphate shampoos, silicone heavy conditioners and styling products with alcohol or polyquats in, terry towels. Switch to a rake comb, sulphate-free shampoo, oil based leave-in conditioner, curl styling cream and microfibre towel.

 
Perhaps you need to have either more layering, or have the layers starting closer to jaw length - its hard to see from your photo.

I have long wavy/curly hair - my hair starts out straight, gets wavy then ends up in curly ringlets.

I added lots of layers (and texturizing), start just below my at my lower jaw.

Makes a huge difference - no longer flat on top (one length hair weighed my hair down) and the poufy, triangular shape on the bottom is gone.

I use less styling products and it takes half the time to flat iron, if I want to wear my hair straight.

If you're set on having super straight hair make sure you use a heat protector before styling! I've recently been converted to the wonders of Morroccanoil so I think that would help you get sleek hair while also protecting it.

I have wavy hair and used to hate it but now I embrace it. I find it's a LOT more manageable when you use products specifically designed for wavy/curly hair. It makes a huge difference!
