how about a product like a light weight gel and braiding? that might work.

 
depending on the curl of your hair, you could plait it when it is wet or dry

 
After shampoo and conditioner, apply a small amount of styling lotion/gel/mouse into hair while it is still damp.

Twirl section of hair into buns and clip in place.

When hair is dry, remove the buns and you should see nice waves.

Another alternative is putting hair into braids and letting dry.

 
My hair is naturally wavey but to make waves more defined I use a curl defining mousse- Totally Twisted Mousse when its wet and let it air dry.

 
If I'm lazy I'll just wash my hair at night, towel dry, and add some gel or setting lotion, or whatever. Then I'll just pile all of my hair on top of my head in a messy bun, sometimes two, and sleep on it. Then when I wake up I take it down and scrunch it up with some pomade and play with it a bit, then I've got that wavy beachy wave look.
