my eyebrows grow wrong! advice?

my eyebrows have always gotten compliments on their shape, but I have never plucked them. they would be perfect, to me, but they don't grow enough for me to tweeze them or go get them professionally waxed. the hair is only thick in the middle of the brow, quite a few nice thick layers of hair and it looks nice, but the edges on both top and bottom of my brows are lacking fullness. they have always been this way, making it unnecessary to groom them. I would really like a little more hair to grow on the outside that way I can go get them professionally waxed and evened out. any suggestions for fuller brows? I can't afford to test an expensive product but I am open to suggestions of all sorts. thanks!

I have very fair eyebrows and they're so fair on the outside that it LOOKS like I pluck them, but I don't at all. My best suggestion (and the cheapest) is just to fill them in! I use an eyeshadow similar to my hair color, an angled brush and an eyebrow setting gel afterwards. I just slowly swipe the shadow on the areas that need to be darkened!

I love Chella's Eyebrow Defining Gel as a starter. It's lightweight gel, so you can start easy and build up if you need to! Also, it doesn't leave your eyebrows sticky or hard!
