Help me :(

Okay, I have pretty pigmented skin on some parts of my neck and shoulder area. I want to be able to wear my ponytails without having to worry about my neck. I don't want to invest in all these high end products if I don't even know if they are going to work. Is there a a skin lightener cream or lotion.. something like that to lighten up these areas? Does anyone use a product that they have had good results with? Please help me! Any advice would me a lot. Thank You!
