I have really thin/fine hair. I am thinking of getting an inverted choppy bob. Could I pull it off or would it just look stringy???

 
It really helps to see a picture to make a better determination.

Because you have thin/fine hair, the layers should give you some volume.

Make sure the stylist uses a razor - helps give more definition and volume as well.

I will try and find a pic that shows how thin it is. I wear extensions most of the time so all my pics are of longer hair
 
I have extremely fine/thin hair. I recently got an inverted bob. It took about 3 hair cuts before my hair stylist got the cut right for my type of hair. The cut I have is the first picture of Victoria Beckham in this link:

First of all don't do choppy layers. In fact no layers at all except for the back of the crown. From the ear forward I must have it all one length and longer or else it doesn't hang right. This is where it angles forward. Mine looks the best when the back of the crown is really short with longer layers on the top of my head.
