Long shot but worth a try!

I have very sensitive , combination skin , 9/10 products I buy regardless of price/brand bring me out in a rash, even the dermalogica ones are no good . I found a brilliant moisturiser a few years back that was cheap too

I wonder if it was a Boots Moisturizer? Or maybe Neutrogena? Neutrogena has a kind of blue jar with a white lid. Both brands are great. Have you tried Korean skin care? I have a sensitive skin and I've found that the products don't irritate at all and work so well. I highly recommend trying Korean skin care if you can find some near you.

 
It won't be Garnier. Garnier is notoriously reactive on sensitive skin. I can't use a single Garnier product on my face and I know of many others who are like that. I know that Boots has a night cream for sensitive skin with a white lid, I can't remember what it is called though.

Covera is also great for sensitive skin, since it's basically just coconut oil, aloe, and some other oils. My skin doesn't react to it at least. I can't seem to find it online though, just stumbled across it at a health food store.
