For me, it depends where I am. I go to uni in Oxford, but I'm at home (Glasgow) for almost half the year due to how the terms work. I notice a massive improvement in my skin when I'm in Oxford; I think it's the relative lack of pollution. As a result, I rarely wear foundation: my skin looks healthy and clear (usually I have discoloured/dry patches and a general dullness) and I rarely bother about makeup when I'm so busy.
I do tend to wear foundation more when I'm at home, because my skin doesn't look as good and needs a bit of a touch up. And this isn't even because of using foundation; I notice the difference as soon as I get back to Glasgow.
I must say though, it's quite liberating having very little makeup on. You don't worry about it lasting or looking tired and cakey. My skin's quite dry, so when I wear too much makeup, it can show.
