How would you make this hair style?

My hair's not quite long enough for the look yet, but it's getting there! I've trying using a straightening iron to curl my hair like that but the curls always turn out too small. Any suggestions would be great.

 
Looks like hours worth of work at a salon!! God I love that dress!!!

 
maybe put volumising mousse when wet, then use curling tongs/barrel brush and a hair dryer?

 
a large curling iron would do. im talking like an 1 1/2 in. or 2 1/2 in. barrel. layers would be needed though.

my sister used to do that hairstyle quite often i'll have to ask her. she'll probably say "hairspray and heat protectant" thats her answer to every hairstyle.

 
I love the dress too! I actually found that hairstyle from finding that beautiful dress!! Thanks for the help everyone, looks like a hard style to do but maybe I'll get it done at the salon for prom

i think they might have used huge curlers and hair gel. it is too puffy to just have used a curling iron but if you want to try it get a large one like retrotroxxi said. your bangs are a little short for this style but you can make it work with brushing and flipping it. got a close frend with natural instincts for hair do"s? try different ways and see which one works best. a salon is gonna cost you a bunch.

 
Thanks for the advice! I bought hot rollers today to try them out. I bought them online so I won't be getting them for another couple weeks. I can't wait to try!

 
Looks like she has a 3/4 curly fall extension in there somewhere. (I wear pieces and I know em when I see em!)

I think a salon could definitely create the curls, but getting that much volume without weight or product overdose is much easier done with an extension.

Just what I was thinking! Like everyone said, volumizing mousse and hot rollers/large barrel curling and a lightweight hairspray, but that girl is def wearing some clip in extensions.
