As for conditioner, conditioning the roots of your hair will make it greasy and weigh the hair down; plus it's unnecessary since the natural oils on your scalp will condition the roots! Just use conditioner on the length of your hair -- it can take a while (several days if you have long hair) for your natural oils to travel down the length of the hair shaft, so conditioner should be used on the length to help keep it from getting dried out.
I've also heard that washing your hair too often makes it oilier -- stripping all the oil out of your hair with constant washing just makes your scalp retalliate by producing more oil! You can try cutting back to washing every other day, but keep in mind it may take a few weeks before your scalps adjusts and reduces the oil production. I don't think it makes a difference with my hair, though, because in high school I went years where I only washed it every other day (my hair was down to my waist back then and took forever to dry!) but it was always greasy at the roots on the second day so I always wore it in a ponytail those days!
