when I was young, I had fair skin.

then I moved to Hawaii for college and was active in sports and developed quite a tan. However  my inner arms, body, and thighs (where the clothes covered) are still fair.. so in other words half of me is quite fair, and the other half is pretty tanned for several years

would skin lightening creams work?

right now I just moved to Japan, so I have access to Japanese brands.

 
I think it depends on how tanned you've become and the intensity of exposure to sun.

For myself, I went on holiday and became really tanned but as the years progressed I returned to my original skin colour. 

My friend however, she was very pale when young and became pretty dark because she lived in the Philippines for a few years. She has stayed that way since and although she does get darker, she doesn't get lighter. If you still have lighter skin underneath then that usually means you can 'revert' back.

If you are willing to shell out some moolah you can try SK-II, their whitening line is apparently very effective, although also very, very pricey. A lot of people swear that it's really effective, I'm not sure if you would be willing to use it for long-term use. Kose brand products are also pretty effective. I really like Cosme Decorte but they're also expensive. I guess it depends on your skin type and what works best with you. 

I guess you should look for creams with retinol and increase your vitamin C intake (if you can get your hands on topical vitamin C creams that would be even better) and make sure you have sunscreen applied on everyday to prevent further darkening of the skin.

I do suggest that you go for extra moisturising products along with whitening products (I don't mean skin bleaching btw) especially if you have dry skin because they tend to dry your skin out.
