it all depends on wat your hair type is..and what sort of hair cut. Such as if yu hav thin straight hair id recomend sum volume spray and blowdryin with a roller brush (also the hair in that photo has jus been messed/fluffed up before pic was taken) or if yu have curly hair like me sum shine serum and flat iron. the cut looks to not hav many layers also other then afew thru the sides and at front (no bangs)

 
My hair is straight but just a couple of inches shorter than hers. I think you're right about volume spray or at least root lifter. Do you think it was hairsprayed before it was completely dry? It kind of has a piece-y look.

 
I would get long layers w/ angles around the face. And try blowdrying with a round ceramic barelled brush. For products - I always love the volume I get from BigSexyHair products. Once dry... flip your head upside down, and shake your hair while you spray it. When you flip back up, you can add a little pomade or finishing spray to hold the look
