When i put a foundation or powder on my face, the skin on my nose starts to show, like dead skin cells or something.

Has anyone got any ideas how to stop this occurring ?

I'd second exfoliating. I use St. Ives Apricot Scrub. They have several different formulas depending on your skin type.

 
As mentioned, you need to exfoliate. Use either a good scrub or a BHA to get rid of the dead skin cells.

Exfoliation will help eradicate flakes. I like RoC Gommage Douceur Gentle Cream Exfoliator, gentle on the skin.

 
if it's dead skin cells then definitely exfoliate. something gentle like st ives is great. if you have a problem with dry patches, exfoliating may make the problem worse, because your skin lacks moisture. my suggestion is to be sure of the problem before trying the scrub.
