I think I would go for a fluide. It's moisturizing, but it's really light and doesn't build up oil. You could check for it. Though I can't recommend you a drugstore product. Sorry.

EDIT : I forgot. La Roche-Posay Toleriane Soothing Face Fluide is something to check out.

I have the same problem, I have oily skin, and it's very sensitive, and I use Shiseido, and it's oil free and it's in gel form, making it ideal for oily skin...

 
Not really a drugstore brand, but I've had great success w/ MK Oil Control Lotion ($16) and MK Velocity Lightweight Facial Moisturizer ($10)... I haven't used anything since I started using them 4 years ago, so I can't recommend a d/s brand... Sorry!

 
Also, it's important to know that the dry, flakey top will cause more problems. Exfoliation helps a TON, a glycolic or lactic peel and/or a MD like epidermx is wonderful

 
How about Eucerin? I only tried their samples though (from Jen's raok) and it's pretty good moisturizer and non-comedogenic as well.

However, it is THE only product I have ever tried that even put a dent in my oil production, so I am willing to pay a little extra! (I am normally a drugstore girl myself!)
For drugstore brands, Cetaphil Moisturizer is great. It's noncomedogenic which means it won't clog your pores, and was recommended by my dermatologist. On the rare occasion I do get dry skin, it clears it up right away! (By the way, if something is only labeled "oil free", it can still have other non-oily pore-clogging ingredients, so if you are prone to acne, stick to noncomedogenic or non-acnegenic products!)

I used to use Eucerin and it is oil free but it would turn my face into a pool of oil within 3 hours. This in turn would lead to more breakout. I agree, just because it says oil free doesn't mean you won't end up oily. The C.O. Bigelow i mentioned is the single best skincare item i've ever bought
