since it has both AHA and BHA in it, does that make it more effective in terms of lightening post acne red marks than other toners which only have AHA or glycolic acid it? it seems to be the only (or one of very few) toners i've heard of that has both - most just have AHA

 
I think the effectiveness depends on the pH level. BHA works best at a pH of 3 and its effectiveness diminishes as it goes beyond 4. So if the Neutrogena toner has a pH over 4, it doesn't mean it's more effective than other toners that have just AHA.

 
I cant attest to it's effectiveness in lightening red marks, but this toner is a great toner and along with the scrub does work well with keeping your blackheads to a minimum.
 
I'm not positive, but I think glycolic acid gets rid of dead skin cells on the surface, and breaks down whatever it is that holds those cells together and onto your skin. This forces the skin to create a fresher, new surface of skincells. BHA is more effective on outbreaks, it cleans out the pores. So, if my info is correct, I would think that the aha's would work more for what you need.

Alpha Hydrox %10 is an aha product with the proper ph levels.
