Eye cream and face creams

does everyone really need to use eye cream, or is moisturizer enough? whats the difference between eye cream and any other cream for the face? also, does one have to have a day cream and night cream and whats the difference between them? i heard eye creams can cause milia, and i dont want that. any recommendations for all three? i have combo skin.
