I don't see any reason why you can't. Witch hazel is combined with a lot of different extracts so I think it would be fine.

In fact, here is an example recipe for toner.
Acne Toner Recipe
Works great for acne prone skin. Also helped clear up a facial rash!
Ingredients:
4oz Witch Hazel
20 drops Lavender essential oil
10 drops Tea Tree essential oil
Instructions:
Mix ingredients well in bottle. Shake before each Use. Apply to face with cotton ball after cleansing. This helped clear up black heads from our teenagers faces AND helped clear up an itchy rash from our 10 year olds face.
