combine 1/3 witch hazel and 2/3 rosewater with glycerin... both available at Walmart.

 
i've been using TN Dickinson's witch hazel. it's a toner and cleanser in one. and it cost about $4. so far so good.

I decided to make my own - recipe's from the internet:

10 uncoated aspirin, 2 oz witch hazel, and 4 oz plastic bottle from dollar store.

I've heard that other ingredients can be include - essential oil or rose water

Shake aspirin and witch hazel really well to dissolve aspirin.

Each time you want to apply mixture, shake really well.

Apply to face with a cotton pad.

There will be particles of aspirin left on the face.

Once the toner has dried, wipe off aspirin particles with an unused blush brush.

I have to admit that my face feels smoother.

And the price is right so I'm going to keep using this toner.

 
I second Clinique. I use their clarifying lotion (I'm a 2) and it keeps acne away and feels fresh. I started reading Beautypedia and according to them, it's not a great product, but I still like it and think it works great. It's a little expensive but it lasts a long time.

 
For low end, I like alcohol-free witch hazel toners, like Thayers (available at GNC). But for mid-high end, I'm really loving Mario Badescu's Glycolic Acid Toner. Clinique toners and I did not get along, but my skin is on the picky side. The good thing about them is that they usually have GWPs that include mini bottles of toner so you can try it out.

 
I use floral waters. Chamomile is great for sensitive/irritated skins and can remove eye makeup (combine it with oil for waterproof or heavy makeup). Lavender is also very interesting for oiliness issues.
